BC Registry Services Reduced Telephone Hours of Service effective August 3, 2010
The following is a message from Ron Townshend, Registrar:
This is to make you aware of changes to service levels at BC Registry Services. In particular, effective August 3, 2010, Registries will reduce the hours of telephone coverage to 10:00 a.m. until 3:00 p.m. for all Corporate Registry, Manufactured Home Registry and Personal Property Registry unit information numbers, including all direct dial free lines from Greater Vancouver and staff personal telephone numbers.
Over the past year or so, the provincial government has implemented a number of measures intended to control expenditures and Registries is not immune. As a result of significant budget reductions and other restrictions, Registries has not been able to easily fill vacancies created as a result of retirements, long-term illness and staff leaving for other opportunities. This has resulted in reduced staffing throughout Registries. To date, Registries has been able to minimize the impact of staff shortages, through the reallocation of resources and changes to policies and procedures. Most importantly, the commitment of our employees has resulted in their concerted efforts to reduce the impact of the staff reductions on our clients.
Unfortunately, summer vacations and the recent loss of additional employees has created a situation where we can no longer provide the same level of service. Some of you may already have experienced delays in examination and filing of some company and society records. Those delays will become more widespread and lengthier, unless we take action to balance the need to process those documents with the need to respond to telephone and email requests for information. As a result, we are reducing the hours of telephone coverage, to allow staff dedicated time to examine and file the numerous paper filings that we receive. I note that Registries will continue to accept priority requests and process them within 24 hours.
Registries is also continuing with its ongoing review of its business name approval rules and processes, although the pace of that project has been slowed due to a lack of resources. We are also developing plans to eventually provide additional self-serve, online filing facilities for other entity types, such as societies, partnerships, sole proprietorships and cooperative associations.
The hours of telephone coverage will be reviewed again this fall, after summer vacation season is over. At that time, we also anticipate completing a hiring process for two examiners in the Corporations Unit and plan to initiate a hiring process for another examiner in the Names Unit.
