BC Ombudsperson Issues Report on PGT and Financially Incapable Adults

The BC Ombudsperson, Kim Carter, has issued a report called No Longer Your Decision: British Columbia’s Process for Appointing the Public Guardian and Trustee to Manage the Financial Affairs of Incapable Adults.

From the executive summary:

“This investigation was initiated to examine the fairness of the process that results in the Public Guardian and Trustee being appointed to manage the financial affairs of adults for whom a certificate of incapability is issued by a health authority because they are determined to be incapable of making their own financial decisions. Concerns about the fairness of the process were raised with the Ombudsperson during the Ombudsperson’s seniors’ care investigation.”

The Public Guardian and Trustee, Catherine Romanko, has responded to the report, saying

“I would like to thank the Ombudsperson for her thorough report and thoughtful recommendations. … Her assessment of the issues relating to the process for protecting vulnerable adults from abuse, neglect and self-neglect was balanced and I support many of the recommendations directed at the Public Guardian and Trustee”
